What are the risks of a bad link building strategy?

The main risk is a manual or algorithmic penalty from Google. A manual penalty (triggered by a Google reviewer) can partially or totally deindex your site. An algorithmic penalty via Google Penguin updates devalues artificial links and can cause your rankings to drop overnight.

How many backlinks are needed to rank?

There's no universal number. What matters is the gap between your link profile and that of your competitors on pages ranking in the first position for your target queries. For a low-competition query, 5 to 10 quality links might be enough. For an ultra-competitive query, leaders can have hundreds of referring domains.

Can you be penalized by Google?

Yes. Google penalizes sites that attempt to artificially manipulate their rankings through unnatural links.
